This network falls under Austrian jurisdiction (Kangaroos in Austria) and is also bound by the usage policy of the Vienna University of Technology.
Before banning anyone, talk to them about what they did wrong.
Many people do things unintentionally. If you point out their mistake in a friendly manner, they may listen to you and change.
If you simply ban them, they will continue their offending behavior somewhere else.
Things like "gay marriage is a disease", "women belong in the kitchen", ... are not cool. Don't do it.
Use your brain to determine what is OK and what is not!
